Entry verification for renewable energy (HBE)

Does your company supply renewable energy? Then you can register this in the Energy for Transport Register of the Dutch Emissions Authority (NEa). An accredited certifying body must then verify these 'entries'. DEKRA is accredited and can perform this verification for you.

Major change coming: from HBEs to EREs

The regulations surrounding renewable energy for transportation are changing. From January 2026, Renewable Fuel Units (HBEs) will be replaced by Emission Reduction Units (EREs). This will impact how renewable energy is registered and verified.

What is changing in verification?

With the introduction of EREs, there will be modified requirements for verification of inputs, including:
  • Elimination of double counting: The double stimulation of certain renewable energy sources is eliminated.
  • Expansion of energy carriers: More energy sources are covered by the verification requirement.

The new role of the entry service provider

In addition to the modified verification requirements, the new regulation introduces an additional link in the process: the entry service provider. This approved party:
✅ Registers entries in the Energy for Transport Register on behalf of companies.
✅ Ensures correct and legally compliant data delivery.

Mandatory pre-verification of the entry service provider

An important addition in the new system is the mandatory pre-verification of the entry service provider. This means that:
  • The entry service provider will be audited annually prior to the first entry.
  • It is assessed whether the records and processes are set up correctly.
  • Entry service providers demonstrate that they work reliably and compliantly within the new system.
In addition to regular entry verification, DEKRA also offers this pre-verification as a service. This allows you to be optimally prepared for the transition to EREs.
